Submission for the Pre-Budget Consultations in Advance of the Upcoming Federal Budget

This pre-budget submission outlines necessary recommendations for the federal government to respond to Canada’s toxic drug crisis through targeted public health investments and independent policy review. 

The recommendations call for expansion of 24-hr community-based emergency overdose response services such as supervised consumption and mobile outreach programs, alongside a national public education campaign outlining the public safety benefits of supervised consumption and harm reduction equipment distribution programs. The recommendations also call for an impartial, rigorous assessment of current drug law enforcement approaches and analysis of drug decriminalization policy. Grounded in public health and human rights principles, analysis of the current political moment, and evidence, the submission advances practical policy solutions aimed at reducing preventable deaths, building support for evidence-based interventions, and strengthening Canada’s response to the toxic drug crisis.
