Un nombre croissant de gouvernements se d\u00e9tournent du droit p\u00e9nal et de la punition comme approche principale de la consommation de substances. Le Canada a la possibilit\u00e9 de jouer un r\u00f4le de premier plan dans cette \u00e9volution.    <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La Coalition canadienne des politiques sur les drogues s&#8217;engage actuellement dans la politique internationale des drogues par le biais d&#8217;une collaboration transfrontali\u00e8re de la soci\u00e9t\u00e9 civile, d&#8217;un partage des connaissances et d&#8217;une participation aux processus politiques internationaux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous sommes membres de l&#8217;<a href=\"https:\/\/idpc.net\/\">International Drug Policy Consortium<\/a>, du <a href=\"https:\/\/nyngoc.org\/\">New York Non-Governmental Committee on Drugs<\/a> et du <a href=\"https:\/\/vngoc.org\/\">Vienna Non-Governmental Committee on Drugs<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous participons au groupe de travail de la soci\u00e9t\u00e9 civile canadienne sur la politique des Nations unies en mati\u00e8re de drogues, un groupe consult\u00e9 par le gouvernement du Canada en relation avec la <a href=\"https:\/\/www.unodc.org\/unodc\/en\/commissions\/CND\/index.html\">Commission des stup\u00e9fiants<\/a>, le principal organe de d\u00e9cision des Nations unies pour les questions li\u00e9es \u00e0 la drogue. Le groupe de travail contribue \u00e0 l&#8217;\u00e9laboration des d\u00e9clarations officielles du gouvernement, des positions et des formulations \u00e0 prendre en compte lors des n\u00e9gociations sur les r\u00e9solutions. Les membres du groupe de travail repr\u00e9sentent la soci\u00e9t\u00e9 civile au sein de la d\u00e9l\u00e9gation officielle du gouvernement canadien qui assiste \u00e0 la Commission des stup\u00e9fiants. Le CCPD a rejoint la d\u00e9l\u00e9gation canadienne pour les <a href=\"https:\/\/www.unodc.org\/unodc\/en\/commissions\/CND\/session\/66_Session_2023\/66CND_Main.html\">CND66<\/a> et <a href=\"https:\/\/www.unodc.org\/unodc\/en\/commissions\/CND\/session\/67_Session_2024\/67CND_Main.html\">CND67<\/a>.    <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> En mars 2024, lors de la CND67, nous avons co-sponsoris\u00e9 deux \u00e9v\u00e9nements parall\u00e8les et sommes intervenus lors de l&#8217;un d&#8217;entre eux sur &#8220;<a href=\"https:\/\/drugpolicy.ca\/about\/publication\/decriminalization_in_britishcolumbia_canada_cdpc_at_cnd67-2\/\">La d\u00e9criminalisation en tant qu&#8217;approche de la sant\u00e9 publique et des droits de l&#8217;homme en mati\u00e8re de politique des drogues<\/a>&#8220;. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Vous trouverez ci-dessous des exemples de contributions du CCPD \u00e0 des processus et organes internationaux.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Le Haut Commissariat aux droits de l&#8217;homme :<\/strong> <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/drugpolicy.ca\/about\/publication\/submission-to-the-united-nations-office-of-the-high-commissioner-on-human-rights-study-on-the-decriminalization-of-homelessness-and-extreme-poverty\/\">Contribution<\/a> \u00e0 l&#8217;\u00e9tude sur la d\u00e9p\u00e9nalisation du sans-abrisme et de l&#8217;extr\u00eame pauvret\u00e9  <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/drugpolicy.ca\/about\/publication\/submission-to-the-united-nations-high-commissioner-for-human-rights\/\">Soumission<\/a> concernant la r\u00e9solution 52\/24 du Conseil des droits de l&#8217;homme &#8211; &#8220;Contribution du Conseil des droits de l&#8217;homme concernant les implications de la politique en mati\u00e8re de drogues pour les droits de l&#8217;homme&#8221;.  <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Organe international de contr\u00f4le des stup\u00e9fiants (OICS) :<\/strong> <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.youtube.com\/watch?v=Zf0p1jpdmS0\">D\u00e9claration<\/a> lors de l&#8217;audition de la soci\u00e9t\u00e9 civile <a href=\"https:\/\/www.incb.org\/\">de l&#8217;OICS<\/a> sur le th\u00e8me &#8220;sc\u00e9narios et r\u00e9ponses possibles \u00e0 l&#8217;expansion rapide de la fabrication, du trafic, de la commercialisation et de la consommation de drogues de synth\u00e8se&#8221;.  <\/li>\n\n\n\n<li>Au niveau international, les effets n\u00e9fastes des <a href=\"https:\/\/www.unodc.org\/unodc\/en\/commissions\/CND\/Mandate_Functions\/Scheduling.html\">trois conventions internationales sur le contr\u00f4le des drogues<\/a> font l&#8217;objet d&#8217;une attention croissante, de m\u00eame que les violations des droits de l&#8217;homme, l&#8217;impact sur l&#8217;environnement et les appels \u00e0 la d\u00e9cimalisation et \u00e0 la r\u00e9glementation juridique. <a href=\"https:\/\/idpc.net\/blog\/2024\/03\/harm-reduction-takes-centre-stage-as-un-drug-policy-breaks-free-from-the-shackles-of-consensus\">La CND 67 a connu un moment historique<\/a> lorsque, pour la premi\u00e8re fois, l&#8217;expression &#8220;r\u00e9duction des risques&#8221; est apparue dans une r\u00e9solution<a href=\"https:\/\/www.unodc.org\/documents\/commissions\/CND\/CND_Sessions\/CND_67\/Documents\/ECN72024L5Rev2_unedited_revised.pdf\">(E\/CN.7\/2024\/L.5\/Rev.2<\/a>) et que deux r\u00e9solutions ont \u00e9t\u00e9 soumises au vote au lieu d&#8217;\u00eatre adopt\u00e9es par consensus, comme c&#8217;\u00e9tait le cas depuis des d\u00e9cennies.   <\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Ressources sur la r\u00e9forme de la politique internationale en mati\u00e8re de drogues<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/globaldrugpolicyindex.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">Indice mondial de politique en mati\u00e8re de drogues<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/idpc.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">Consortium international pour la politique des drogues<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.overdoseday.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Journ\u00e9e internationale de sensibilisation aux overdoses<\/a><\/li>\n<\/ul>\n<\/div>\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Dans le monde entier, un changement est en cours : les gouvernements reconnaissent que la prohibition alimente la criminalit\u00e9 et la violence transnationales de haut niveau.
